The Portfolio Governance Charter must be signed before any wave enters build. Retrofitting portfolio authority after saturation is politically difficult and always delayed.

In practice

Saturation thresholds are agreed in a charter before an active wave arrives, with an advisory level and a mandatory review level. Portfolio health is assessed weekly. When a population crosses the advisory threshold, a notice is issued and that population's wave timeline is adjusted.

What it looks like when it is missing

F3Measurement without governance authorityThe measurement is accurate and current and the dashboard shows what is happening in near real time, but nobody is authorised to act on it. A signal declines for three consecutive cycles, goes to the steering committee as information, and is noted.The rule. Capability 7 activates before any wave enters build, so the charter that gives governance the authority to act is signed before saturation pressure arrives.
F6Culture without a saturation limitThe cultural norm protocol is well designed and detecting real patterns. Then the portfolio saturates: several waves active, people on leave, coaching sessions rescheduled and never delivered. It looks like a culture problem and is a portfolio governance problem.The rule. Culture governance activities appear explicitly in the portfolio charter with protection status, so they do not slide when the programme is under pressure.
