TIER 1TIER 2TIER 3

The override dignity protocol needs the behavioural baseline that Capability 4 establishes, and the behavioural telemetry from the Capability 8 stack.

In practice

Overriding an AI recommendation is treated as a high-value contribution to model quality, not a failure to adopt the system. The programme then senses for shadow workflow, such as a technically correct override rate paired with a parallel manual check, and fixes the screen flow within two sprint cycles.

What it looks like when it is missing

F2Adoption activity without behavioural integrationTraining completion looks excellent and proficiency scores are high. Months after go-live the behavioural measures have not moved: people know how to use the system and do use it, but treat AI recommendations as a parallel data point and keep the manual workflow. The rule. Capabilities 4 and 5 are designed to run in sequence. Capability 4 builds the skill; Capability 5 governs the cultural norm that makes it the default.
F6Culture without a saturation limitThe cultural norm protocol is well designed and detecting real patterns. Then the portfolio saturates: several waves active, people on leave, coaching sessions rescheduled and never delivered. It looks like a culture problem and is a portfolio governance problem. The rule. Culture governance activities appear explicitly in the portfolio charter with protection status, so they do not slide when the programme is under pressure.

Instruments it leans on

The platform assigns each of the 26 instruments to one capability as its lead and one as its supporting capability. This is where this capability sits.

Works with

It is read together with these capabilities, because the signals only mean something in combination.

The kit measures and governs, and none of it forecasts an outcome. See all eight capabilities.
