The scale, stated plainly

Every layer is scored 1 to 5. The Structural Integrity Composite Index is the measured average across six architecture layers. The bands are published because you cannot read your own report without them.

1.0 to 1.9Transformation Not Advisable. Structural gaps across most layers, no gate is defensible yet.
2.0 to 2.99Structural Realignment Required. Foundations present unevenly, absorption is usually the binding constraint.
3.0 to 3.74Structured Readiness Plan. Governable with named conditions.
3.75 to 4.49Conditional Readiness. Gate threshold met, proceed with monitoring on the weakest layer.
4.5 to 5.0Architecture Ready. Continuous pulse maintains the position.

The questions leaders actually ask

Why does the programme pass every status report and still fail?

Status reporting measures delivery activity. It cannot see whether the organisation has the capacity to absorb what is being delivered. The composite scores that capacity as its own layer, so a programme that is on time and over its absorption ceiling shows as a hold rather than a green.

What is absorption capacity and why does nobody measure it?

It is the organisation’s remaining ability to take on change while continuing to operate. It is rarely measured because it requires scoring concurrent initiatives against the same population, which cuts across programme boundaries. Organizational Absorption Capacity is one of the six layers.

What does a gate decision actually decide?

Go or hold, and nothing else. A hold carries a named condition and a threshold. Only the Transformation or PMO Lead may record it, and the record carries their name and the date.

If the bands are published, what is actually proprietary?

The bands are vocabulary, and you need them to read your own report. What stays inside the platform is the derivation: the base weights behind each layer, the sector calibration matrix, and the index formulas. Knowing that 3.0 to 3.74 is Structured Readiness Plan tells you how to read a score. It does not tell you how to compute one.
