Signal architecture cannot be retrofitted. It is designed before the first instrument deploys, because every day of delay is behavioural data that can never be recovered.

In practice

The signal architecture is seeded before any instrument deploys, in parallel with the value hypothesis. Once live, the composite is read continuously, and the trust indicator is the most critical early number to watch.

What it looks like when it is missing

The next wave is approved on green activity, and the shortfall surfaces at the first business KPI review, long after it could be fixed.The rule. Capability 6 goes in first. If budget pressure forces a choice between it and any other capability, it stays.
F3Measurement without governance authorityThe measurement is accurate and current and the dashboard shows what is happening in near real time, but nobody is authorised to act on it. A signal declines for three consecutive cycles, goes to the steering committee as information, and is noted.The rule. Capability 7 activates before any wave enters build, so the charter that gives governance the authority to act is signed before saturation pressure arrives.
