Without a value hypothesis, every downstream capability is oriented toward an unknown target. The whole performance architecture depends on having measurable goals.

In practice

The programme investment is translated into an instrument-level value hypothesis: specific movements, each tied to a named business owner and a named behavioural lever. It is then reviewed against the original targets on a set cadence, so drift is visible before a board finds it.
