Why it comes in when it does

TIER 1TIER 2TIER 3

The capability baseline needs the platform stack (Capability 8) and the value hypothesis (Capability 1) to exist first, so it cannot lead.

In practice

A three-layer proficiency baseline: comprehension, system proficiency and behavioural integration. The third layer is read from behavioural telemetry, not from the learning platform. It works as a live readiness gate, not a one-time check.

What it looks like when it is missing

F2Adoption activity without behavioural integrationTraining completion looks excellent and proficiency scores are high. Months after go-live the behavioural measures have not moved: people know how to use the system and do use it, but treat AI recommendations as a parallel data point and keep the manual workflow. The rule. Capabilities 4 and 5 are designed to run in sequence. Capability 4 builds the skill; Capability 5 governs the cultural norm that makes it the default.

Instruments it leans on

The platform assigns each of the 26 instruments to one capability as its lead and one as its supporting capability. This is where this capability sits.

Works with

It is read together with these capabilities, because the signals only mean something in combination.

The kit measures and governs, and none of it forecasts an outcome. See all eight capabilities.
